Using medium-high heat add oil to skillet.
Taking cleaned chicken, season with salt and black pepper to taste.
Dredge lightly with flour, shaking off any excess.
Fry chicken until cooked all the way through and set aside.
SAUCE PREPARATION
Using a saucepan add oil, minced garlic, grated ginger, chili flakes, rice wine, soy sauce, rice wine vinegar, and sugar.
Combining all ingredients and allow to simmer.
Combine cornstarch and water to make a (slurry).
Add cornstarch and water mixture to thicken the sauce.
After sauce begins to thicken, add wings and coat with sauce.
